ENABLING EXCELLENCE IN THE CARIBBEAN JUSTICE SECTOR

APEX is a Caribbean-based, special-purpose, not-for-profit agency, established by the Caribbean Court of Justice with a mandate to support and accelerate digital transformation in the justice sector.

OUR COMMITMENT

APEX is committed to leveraging information and communications technology to improve access to justice and to provide a broad range and high-quality services to the courts, litigants, lawyers, justice partners, and the public.

APEX achieves this through local, regional, and international strategic partnerships, technology innovation and specially tailored capacity building initiatives.

CORPORATE PROFILE

APEX  was established by the Caribbean Court of Justice in 2016 and is the only regional agency dedicated to the development and provision of technology-enabled solutions and capacity building  services to support, strengthen and improve confidence in the delivery of justice throughout the region. 

APEX considers a whole-court approach to achieving court excellence based upon internationally recognized court standards and approaches. However, it also reflects the unique circumstances and special needs that courts and court-stakeholders face in the Caribbean.

The Caribbean Court of Justice (CCJ) has taken a leadership role in creating APEX as a special-purpose institution to address the peculiar needs of Caribbean Courts and to advance the development of the region’s judicial ecosystem. The agency is mandated to: 

  • Implement and support Technology solutions and services for Caribbean Court-ecosystems. 
  • Deliver training and capacity-building programs to support accelerated adoption and integration of technology-enabled services in Caribbean courts. 
  • Facilitate development of a region-wide network, of firms, institutions, and individuals to facilitate justice-sector innovation, knowledge-sharing, and support. 

MEMBERS

 

The Institutional membership of APEX includes: 

  • judiciaries through the head of their judiciary,  
  • the legal academic community including the council of legal education and its agencies,  
  • the private and public bar, through the president of the respective Bar Associations and the A.G.s,  
  • the head of specialized courts, and  
  • the Heads of the Police and prison services within the region.   

APEX has institutional members from Caribbean countries that include the Antigua and The Bahamas Barbuda, Barbados, Belize, Cayman Islands, Dominica, Guyana, Grenada, Jamaica St. Kitts and Nevis, Saint Lucia, St Vincent and the Grenadines, and Trinidad and Tobago.
